MY TAKE ON "CARTSAKH" - ԻՄ ՄԵԿՆԱԲԱՆՈՒԹԻՒՆՍ

It is unnatural for anyone who follows on the social media the events taking place in the world that is  Armenia, not to have thoughts of his or her own. Naturally, I also have my own thoughts or interpretation of the unfolding of the events over the past more than a quarter of a century. But I would not have touched upon on them, let alone shared them,  if I had not read the announcement that a “Cartsakh” will take place on Saturday, April 30, 2022 in Los Angeles. The participants of the rally will show their solidarity for “Support Artsakh. Protect Armenia. Remove Nikol” in a caravan of cars that will pass by the Consulate of Armenia, and the Consulates of Azerbaijan and Turkey.

As a nation, we are caught between the Azerbaijani hammer and the Turkish anvil.

During the past at least quarter of century years, the blows of that hammer had served more of a warning than for shaping the iron. The Azeris with regularity continued to gun down Armenian soldiers guarding the boarder, while negotiations, that were mostly kept secret and were not brought to the attention of the people, went on. The inevitable happened on September 27, 2020. There is no need to dwell upon  as what kind and in what capacity that well planned, well executed hammer blow was. It is only through the tenacity of the formidable Armenian combatants that Artsakh endured.

The military and political developments during the past quarter of a century, indicate the following for me:

A. Unfortunately, there is no Kosovo  like solution for Artsakh. That is to say a sovereignty. The world had made it clear since the beginning of the Artsakh conflict that that will not be a possibility.

B. The succeeding governments lead by presidents Leven Der Bedrossian, Robert Kocharian (2 terms), Serzh Sargsyan (2 terms) and subsequently PM Nikol Pachinyan (since 2018) could not annex Artsakh and make it part of Armenia. Artsakh remained with its own status. In the beginning as the Republic of Mountainous Karabagh and subsequently as the Republic of Artsakh. But Armenia did not formally recognize the republic.

C. A situation like Ossetia or Abkhazia does not exist for Artsakh either. It’s obvious that the Russians had all along agreed to dismember The Mountainous Karabagh Oblast, that the Soviet Russia carved, and offer its impregnable city Shoushi on a platter to the Azeris.

D.  It is highly unlikely that Artsakh can opt to be part of the Russian Federation (RT). I doubt that Russia will accept Artsakh in the Russian Federation, thus making the Artsakh issue a Russian issue in the Caucaus, the RT will have to contend with. The Russians are there to guarantee "peace" between Azerbaijan and Armenia over the Artsakh issue.

Armenia and Artsakh are on their own to come to terms with Azerbaijan to carve for Artakh a special self-governing status within Azerbaijani boarder. Therein is the lowering of the bar. However, Azerbaijan continues to claim that after the second Artsakh war, there is no more an Artsakh issue to have a special status. 

The struggle to have a self-governing special status for Artsakh in Azerbaijan will need the pooling of all the resources Armenia and Diaspora can muster for Artsakh. The Diaspora communities can influence their governments to support carving a self-governing special status for Artsakh on its own ancients lands. Even if such a status is achieved, there is no guarantee that it will stand the test of time as Azeris will subject the inhabitants of Artsakh to inordinate pressures. To have Artsakh remain on it ancient lands will need round the clock vigilance of the Armenians. Diaspora will have to assist to sustain the economic viability of the Artsakh Armenians to withstand the inevitable economic discrimination.

  I wish it were not so, that Armenia  and Armenians did not have to struggle to preserve what rightfully is theirs, on their ancient lands. Such is the real world. Need I recite what our eminent poet Siamanto wrote? “Oh, human justice. Let me spit at your face.” But it is, what it is.

Should we secure a special self-governing status for Artsakh in Azerbaijan, it will be subjected to numerous and repeated pressures that will threaten its existence. Russians have not made any commitment to remain in the Caucaus after their five years. This is where the Diaspora has its job cut up for it, to do all it can to ensure the physical existence of Artsakh and the people of Artsakh and the preservation of the Armenian identity of Artsakh and the people of Artsakh. There will be a great need for support and hard work to ensure the very existence of every family in Artsakh and its economic stability with the support of the Diaspora.

The Artsakh policy the government of Armenia is pursuing is out of pragmatic considerations, if not out of necessity. The opposition has not laid down any other alternative other stating that it is against the government for “having lowered the bar”. It has not spelled the policy it will pursue, other than demanding the toppling of the PM not by mobilizing the rest of the delegates in the National Assembly for their cause, but by resorting to the street.

Yes, indeed I find “CArtsakh” not only absurd but also  demeaning to the Artsakh Armenians who face an existential threat, a matter of to be or not to be. Sitting in air-conditioned cars and parading on the streets of Los Angeles to “Support Artsakh. Protect Armenia, Remove Nikol” is not the way to go, saying the least.

ԻՄ ՄԵԿՆԱԲԱՆՈՒԹԵԱՄԲՍ՝ Անբնական է որեւէ մէկու համար որ հայ աշխարհի իրադարձութիւններուն կը հետեւի կարդալով լուրեր, յայտարարութիւններ, յօդուածներ որոնք կը տեղադրուին ընկերային ցանցերուն վրայ, որ իր համոզումը գոյացուցած չըլլայ։ 

Բնականաբար ես ալ ունիմ իմ համոզումներս։ Բայց պիտի չանդրադառնայի անոնց եթէ կարդացած չըլլայի վարը կցուած անիմաստ ձեռնարկին  յայտարարութիւնը՝ Լոս անճէլոս քաղաքին մէջ ինքնաշարժերու շրջագայութեամբ զօրակիգ կանգնիլ  Արցախի ազատագրութեան, Հայաստանի հողային անձռմխելիութեան, եւ տակաւին երկիրը սահմանադրական քաոսի մը վերածելու վճռակամութեամբ՝ երկրին Վարչապետը վար առնել արտախորհդարանական եւ արտասահմանակդրական միջոցներով։

Ազգովին կը գտնուինք Ազրպէյճանի մուրճին եւ Թուրքիոյ սալին մէջեւ։

Անցնող երեսուն տարիներուն այդ մուրճին հարուածները մեղմ եղած են եւ մեզ զգաստութեան բերող այդ հարուածները գողարկուած  եւ ծածուկ մնացած եղած են մեզմէ՝ Հայ հասարակութիւնէն կամ հանրութիւնէն մինչեւ հասաւ շիկացած երկաթը ծեծելու պահը՝ Աեպտեմբեր 27, 2020-ին։ Կրկնելու պէտք չկայ որ ինչ տեսակի եւ ինչ տարողութեամբ պատրաստուած եւ ծրագրուած մուրճի հարուածն մըն էր այդ մէկը որուն ընդիմացաււլ հայ քաջարի մարտիկը դիմադրելով անոր ահռելի հարուածները քառասուն եւ չորս օրեր։

Անցնող երեսուն տարինեը հետեւեալները կը պարզեն ինծի համար ՝

Ա. Արցախին համար դժբախտաբար Kosovo մը չկայ՝ այսինքն ինքնաւարութիւն առանց որեէ մէկու հպատակութեան։

Բ. Անցնող երեսուն տարիներուն ընթացքին հայ իշխանութիւնները՝ գլխաւորուած ԼՏՊ, Քոչարեան, Սարգսյան, Փաշինյան չկրցան Արցախը Հայաստանի կցելու կարելիութիւնը տեսնալ։ Արցախը մնաց Հայաստանացած կարգաւիճակով՝ ըլլայ որպէս անձագիր, դրամական միջոցառում եւն, բայց անկախ Հայաստանէն որուն անկախութիւնը Հայաստանի իրարայաջորդ իշխանութիւնները չկրցան ճանչնալ այլ եւ այլ պատճառներով։

Գ. Արցախի համար Օսէթեայ կամ Ապխազեա-յի դրութիւնը չկայ։ Պարզ է չէ,՞ որ Ռուսերը Արցախը անդամահատելու, չըսելու համար գլխատելու, համաձայնութիւնը կնքած եղած են վաղուց՝ զոհելու Շուշին Ազրպէյճանին։

Դ. Ամէն երեւոյթ ցոյց կուտայ որ Արցախի համար Ռուսական Դաշնակցութեան մաս կազմելու հաւանականութիւն չկայ։ Կը կասկածիմ որ ՌԴ-ը ընթացք տայ որ Արցախը ՌԴ-եան մաս կազմէ, այսպէս դարձնելով Արցախի հարցը ՌԴ-եան հարց։ Ռուսերը հոն են Ազրպէյճանի եւ Հայաստանի միջեւ Արցախի համար «խաղաղութիւն» երաշխաւորելու եւ ոչ թէ կողմնակցութիւն ընելու։

Մնացանք եք մենք մեզի՝ Հայաստանը Արցախով կարգաւորելու համար Արցախի գոյութիւնը եւ անոր հայապահպանումը մասնաւոր ինքնաւար կարգավիճակ ստեղծելով Արցախին համար։ Ամենայն հաւանութեամբ ըլլայ Ազրպէյճանի մէջ բայց Ռուսական հովանաւորութեամբ։

Երանի այդպէս չըլլար եւ մենք ունենայինք Ազատ եւ Անկախ Արցախը։ Եւ երանի որ բացառձակապէս սխալած եմ իմ մենկնաբանութեանս մէջ։

Բայց Արցախի կարգավիճակը կայուն պիտի չըլլայ, եթէ կարենանք այդ դժուար կարգաւիճակը ձեռք ձգել հաւաքական պայքարով։ Ան ենդակայ պիտի ըլլայ բազմաթիւ եւ բազմիցս ճնշումներու։ Ահաւասիկ հոն է որ աշխարաձրիւ սփիւռքը իր ընելիք ունի՝ ապահովել Արցախի եւ Արցախցիին ֆիզիքական գոյավիճակը եւ Արցախին եւ Արցախցիին Հայապահպանումը։ Աջակցութեան, զորաւիք ըլլալու աշխատանքի ահռելի կարիքը պիտի ըլլայ այդ իսկ պարագային ապահովերլու համար Արցախցի իւրաքանչիւր ընտանիքին գոյութիւնը եւ անոր տնտեսական կայութիւնը սփիւռքի աջակցութեամբ։

Այո, ինքնաշարժերով շարջագայութիւն Արցախի աազագագրութեան համար եւ Հայաստանի անձռմխելիութեան համար պարզապէս անհեթէթ է, չափազանցօրէն նօսր է  եւ անտեղի՝ մանաւանդ որ կիզակէտ ունի Հայաստանի ժողովրդական կարգերով ընտրուած վարչապետը՝ ոչ ժողովրդական կարգերով վար առնել։
