For compatriots not living in Lebanon (1)

“The Armenian world is following with concern the war unleashed on Lebanon and certainly on the situation of the Lebanese Armenian community. During the basic and daily telephone conversation and communication with the media, relatives and friends are inquiring how the Lebanese Armenian community is faring. 

The bulletins and statements of the Lebanese Armenian press and community officials convey a general picture affecting the country. The current situation concerning the Armenian community can be summarized as follows:

a-      Armenian-populated regions are not generally located in the geographical areas which have been the targets of the military attacks, but the shock and violence have engulfed a good segment of the community causing fear and horror.

b-      Mainly in Bourj Hammoud, and in Anjar, as well as in other Armenian-populated regions, a large number of citizens displaced from the war zones have taken refuge in make shift camps or in housings. Their daily growing needs for food, social and healthcare assistance are putting the community under tremenous responsibility.

c-      Community structures, except for the educational institutions, are operating on a normal schedule. The rest of the communal activities continue partially, adapting to the difficult conditions that have come about. According to the decision of the Ministry of Education, schools will remain closed until November 4. and Schools in relatively safer areas may be opened, but the Ministry insists that this is done under the responsibility of the school’s administrtion and with the signed consent of the parents. Online teaching is partially being implemented.

d-      Stores and factories continue their work, wherever possible. But the sparsity of shoppers in the markets is evident and the economic anxiety is starting to become oppressive by the day.

e-      The continuation of the crisis will inevitably put the community in front of socio-economic and health challenges, as the consequences of the consecutive shocks of the past five years have not yet fully subsided.

f-       There have been no incidents that violate internal community stability, and the willingness to face the current disaster with a collective effort and to provide humanitarian assistance to the displaced is evident among all communities and political parties.

g-      As of today, evacuating the officials and the citizens of the Republic of Armenia to Armenia is not a topic of discussion, contrary to such news circulating in social networks and the in press operating outside of Lebanon.

h-      The airport continues to operate, but it is located in the immediate vicinity of the war zone and the way to get there is not that safe. The same is the case on the Beirut-Ainjar international road, which is often the target of aerial bombardment.

i-       Despite these concerns, there is no panic among the Lebanese-Armenian community, but the unpredictability of the unfloding of the events leaves everyone unsettled.

 

 

ԼԻԲԱՆԱՆԷՆ ԴՈՒՐՍ ԱՊՐՈՂ ՀԱՅՐԵՆԱԿԻՑՆԵՐՈՒՆ ՀԱՄԱՐ

Հայաշխարհը ամբողջ մտահոգութեամբ կը հետեւի Լիբանանի վրայ շղթայազերծած պատերազմին եւ անշուշտ լիբանանահայ համայնքի պարզած կացութեան: Լրատուամիջոցներու, հարազատներու եւ բարեկամներու հիմնական եւ առօրեայ հեռաձայնային խօսակցութեան կամ կապի ընթացքին հարցադրումը՝ լիբանանահայութեան սպառնացող վտանգի եւ անոր տարողութեան մասին է:

Լիբանանահայ մամուլի եւ համայնքի պատասխանատուներու տեղեկագրութիւնները եւ յայտարարութիւնները նկատի ունենալով, եւ ընդհանուր պատկեր մը փոխանցելու համար բոլորին, այսօրուան դրութեամբ կացութիւնը կարելի է ամփոփել հետեւեալ կէտերուն մէջ՝

ա- Պատերազմական յարձակումներու թիրախներու աշխարհագրական տարածքին մէջ չեն գտնուիր հայաշատ շրջանները, սակայն անոնց պատճառած ցնցումը եւ արհաւիրքը վախի եւ սարսափի մթնոլորտով կլանած է ժողովուրդի կարեւոր մասը:

բ- Հիմնականօրէն Պուրճ Համուտի, Այնճարի, ինչպէս նաեւ հայաշատ այլ շրջաններու մէջ գաղթակայաններու եւ բնակարաններու մէջ ապաստանած են մեծ թիւով պատերազմական գօտիներէն խոյս տուած քաղաքացիները եւ անոնց՝ օրէ օր բազմացող սնունդի, ընկերային եւ առողջապահական կարիքները լուրջ յանձնառութեան տակ կը դնեն համայնքը:

գ- Համայնքի կառոյցները, բացի կրթական հաստատութիւններէն, կը գործեն բնականոն ժամանակացոյցով: Համայնքի միութենական եւ հաւաքական կեանքի այլ աշխատանքները կը շարունակուին մասնակի դրութեամբ, պատշաճելով ստեղծուած ծանր պայմաններուն: Դպրոցները՝ կրթական նախարարութեան որոշումով փակ կը մնան մինչեւ 4 Նոյեմբեր, իսկ համեմատաբար աւելի ապահով շրջաններու մէջ կարելի է դպրոցները բանալ, սակայն նախարարութիւնը կը թեալադրէ որ այդ մէկը կիրարկուի դպրոցի պատասխանատուութեամբ եւ ծնողներու կողմէ ստորագրուած համաձայնութեամբ։ Առցանց դասաւանդումը կը կիրարկուի մասնակիօրէն։

դ- Վաճառատուները եւ գործարանները ցարդ կը շարունակեն իրենց աշխատանքը, սակայն շուկաներու ամայութիւնը ակներեւ է եւ օրէ օր սկսած է ճնշիչ դառնալ տնտեսական տագնապը:

ե- Ճգնաժամի շարունակութիւնը անխուսափելիօրէն ընկերատնտեսական եւ առողջապահական մարտահրաւէրի դիմաց պիտի դնէ համայնքը, որ արդէն անցնող հինգ տարիներու իրերայաջորդ ցնցումներուն հետեւանքները տակաւին ամբողջութեամբ չէ թօթափած:

զ- Ներքին կայունութիւնը խախտող դէպքեր չեն արձանագրուած եւ ներկայ աղէտը հաւաքական ճիգով դիմագրաւելու եւ գաղթականներուն մարդասիրական օժանդակութիւն տրամադրելու  պատրաստակամութիւնը  ակներեւ է բոլոր համայնքներու եւ քաղաքական կողմերու մօտ:

է- Այսօրուան դրութեամբ Հայաստանի հանրապէտութեան քաղաքացիներու Հայաստան տարհանման օրակարգը քննարկումի նիւթ չէ, հակառակ ընկերային ցանցերու եւ Լիբանանէն դուրս գործող մամուլին մէջ շրջագայող նման նախատեսութիւններու եւ տարաձայնութիւններու։

ը- Օդակայանը կը շարունակէ գործել, սակայն ան կը գտնուի պատերազմական գօտիի անմիջական մօտիկ տարածքին մէջ եւ հոն հասնելու ճանապարհը այդքան ալ ապահով չէ: Նոյնն է պարագան Պէյրութ Այնճար միջազգային ճանապարհին, որ յաճախ օդանաւային ռմբակոծումի թիրախ է:

թ- Լիբանանահայ համայնքի մօտ, այս բոլոր մտահոգութիւններով հանդերձ խուճապի մթնոլորտ չկայ, սակայն դէպքերու անկանխատեսելիութիւնը անորոշութեան մատնած է բոլորը:

Այլ առիթով կ՛անդրադառնամ համայնքի աշխատանքներուն եւ նախաձեռնութիւններուն մասին:
