Norat Grigoryevich Ter-Grigoryants

Lieutenant General Norat Grigoryevich Ter-Grigoryants (Norad Der-Grigoryants), renouncing his Armenian citizenship has stirred the Armenian social media.  I attached my translations about the Lt. General, I came across. Vaհe H Apelian

FB user Vartan Tashjian, wrote on his FB page, I quote in translation:   “I asked, ‘General, what is the name Norad? I hear it for the first time.’ He said, ‘Sound it from the other side.’ It sounds like Daron. His father wanted to name the newborn child with a name dedicated to their native land Daron. Preferably, Daron itself. But he was apprehensive. The regime at the time was Bolshevik. Manifestations of national memory were a mortal sin. But the father did not give up his desire. Instead, he resorted to this ingenuity. Norad Der Grigoryan grew up in such a family - a noble Armenian, a brave soldier, an honest and kind man. He was sometimes as simple and naive as a child.”

I read the following about the Lieutenant General from Սովորենք Պատմությունից – (Let us Learn from History) Facebook 

“Lieutenant General Norat Grigoriy Ter-Grigoryants was born on July 16, 1936, in the city of Vladikavkaz. He is a prominent military figure of the Soviet and Armenian armed forces.

His military career began in 1954, after graduating from the Armenian secondary school in Vladikavkaz. Then came the stages of military education: in 1960, the Ulyanovsk Guards Tank School, in 1968, the "Vistrel" Higher Officer Courses, in 1973, the Academy of Armored Troops of the USSR, and in 1980, the Academy of the General Staff of the USSR Armed Forces.

From 1960 to 1992, Ter-Grigoryants served in the Soviet Union and then the Russian Armed Forces, holding responsible positions. In 1976-1978 he was the commander of the 93rd Motorized Rifle Division of the Soviet Group of Forces stationed in Hungary. In 1980 he was appointed First Deputy Chief of Staff of the Turkmenistan Military District, and in 1981-1983 he served in Afghanistan as First Deputy Commander of the Soviet 40th Army, then Chief of Staff. In 1983-1991 he held the position of Chief of the General Staff and Deputy Commander-in-Chief of the USSR Ground Forces. In 1980 he was awarded the rank of Major General, and in 1985 - Lieutenant General.

In 1992-1993 he served in the Armed Forces of Armenia as Chief of the General Staff of the Armed Forces of the Republic of Armenia and First Deputy Minister of Defense. During those years he actively participated in the formation of the Armenian army, strengthening border defense, and developing military art.

In 2005, the work "Armenian Cossacks" was published, dedicated to the history of the Armenian Cossacks.

Norat Ter-Grigoryants was awarded numerous orders and medals, including the 1st degree medal of the Republic of Armenia "For Services to the Fatherland" on September 18, 2006.” (See Tigran Petrosyants, 200 Armenian Generals, Yerevan, 2011, p. 140.)

Russia’s not unprecedented spite.

Armenia and Russia are experiencing a significant diplomatic rift, with Yerevan actively pursuing diversification and peaceful relations with the rest of the nations, including Turkey and Azerbaijan. A segment of the Armenians, in and out of Armenia, even in the United States, finds Armenia’s pursuit of diversification detrimental to Armenia as it distances Armenia from Russia, which is exerting enormous diplomatic pressure on Armenia, at the highest level. 

Let us be mindful of the following:

Russia is 575 times larger than Armenia in terms of territory. Russia covers about 17.1 million square kilometers, while Armenia spans 29,743 square kilometers. Such an expanse comes with God given immense natural wealth.

Russia has 47 times more population than Armenia. The population of Russia is approximately 142.6 million to 143.5 million people, and the population of Armenia is roughly 3.0 million to 3.1 million people.

Russia GDP per Capita is approximately $15,000 to $18,500. Armenia’s GDP per Capita is approximately $8,500 to $10,400. That is to say, the average Russian citizen's income is twice that of an average Armenian citizen. 

The Russian economy is roughly 85 to 90 times larger than Armenia's economy. Russia ranks among the top 10 largest economies in the world. 

And finally……

Russia's military strength vastly dwarfs Armenia's across every measurable category, including active manpower, defense spending, and nuclear capability.

In spite of its superiority in every conceivable characteristic and criteria, the Russian president Putin acted pettily and did not and has not congratulated the citizens of Armenia electing their PM in an orderly, transparent, democratic election. The person the citizens of Armenia elected, we all know, happened to be Nikol Pashinyan for the third time.

Armenia has repeatedly said that it has no intend to hurt Russian interests in any way, but is looking toward venues more favorable to its own interests. 

Why would Russia bring its whole diplomatic weight upon Armenia when logic dictates Armenia is not capable to hurt Russia in any way and has no intend to do so? Armenia after all, hosts the largest Russian military bases in the Caucasus. The Russian 102nd military base, has the military capacity and capability to overrun Armenia’s military and occupy Yerevan at any moment, if Russia chooses to do so in spite of understandable ramifications, and institute a government of its choosing in Armenia. 

Putin has not congratulated Armenia electing the PM, simply because Russia’s historic imperial mindset, if not the ego,  is disturbed. How dare the smallest republic in the Caucasus pursue its own policy and not at the discretion  and direction of Russia.

I am reminded of Kristapor Mikayelian who wrote: 

“Moving forward, always faithful to its spirit of destruction, Russia, as in the past, as well as today, is a representation of a large-scale arena of general persecution, general destruction and violence. There was not a nation left in Russia that was not oppressed, there was not a people left that was not suffocated, there was no word, opinion, right, law - even proclaimed from the imperial throne - that was not violated. It is a terrible stage of rulers and slaves, predators and tyrants, spies and spiers, poisoned by the choices of mutual grudge and hatred. Russia competes with Turkey in all spheres of state life, equally successful in the negative, as well as in the positive. And the unfortunate Armenian is destined to live, to claim the right to see the light of day, on the borders of those two brutal tyrants, "between the devil and the deep blue sea", as the English say.”

LTP, an intellectual but not a merchant of his own ideas

The attached is my translation of an article I wrote in Armenian, see the link below. 

 

In 1996, in Syunik, Sisian, the first president of the Republic of Armenia, Levon Ter-Petrosyan, pointed out two prerequisites for ensuring peace. Those two prerequisites were, I quote:

1. Skillful diplomatic work with neighbors Iran, Georgia, Turkey and Russia, on the Nagorno-Karabakh issue,

2. Strengthening the military, the power of the army, which is “the supreme condition for ensuring peace.”

The remarks LTP made in Sisian are similar to Nikol Pashinyan’s crossroads for peace initiative. But  LTP is and was not a politician. The prerequisite for being a succesful political leader is to be able to sell his political “product”, his agenda,  to the people. Undoubtedly, he was very knowledgeable of history. He is an expert historian. Being a learned man, he was more aware of the issues and their probable implications and consequences, than his political cronies. But his political convictions remained just that, an intelectual excercise. He could not “merchandize” them to the public, simply because, and unfortunately for Armenia, by his very nature, he was not a political salesman, but an intellectual. He remained convinced that the people, or the public, would recognize the validithy of his proposals and accept them on their merits.

In politics, in order for a politician to be able to carry on his agenda, he must step into the political arena or the political market and sell his “product”. In order to venture into the political arena, a politician must have the necessary attributes, be endowed with  the necessary physical and psychological dispositions, and especially have a thick skin. The politician who expects that people will be convinced on their own, of the goodness of his agenda on its own merit, fail. 

The principles LDP outlined in Syunik, Sisyan, was in 1996. A year later, on November 1, 1997, LTP published his political stand, labeling it “War or Peace? Time to Get Serious”. It called for major concessions. He presented his agenda and sat on it, expecting that the public would perceive the necessity of implementing his political position. He even sounded the alarm, writing, “It is not about giving Karabakh or not. It is about keeping Karabakh Armenian. It has been inhabited by Armenians for 3000 years and it should be inhabited by Armenians for another 3000 years.” But he did not enter the political arena to sell his agenda to the public. A few months later, on February 3, 1998,  just three months after putting forth his political stand that called for massive compromise; those whom he himself had brought onto the Armenian politics, Robert Kocharyan from Artsakh, Serzh Sargsyan from Artsakh, Vartan Voskanian from the Diaspora, joined forces with others, turned against him, and brought down their political boss, LTP.

At the present LTP is the least wealthy and politically the most ineffectual among the three  presidents who ran Armenia. He lives in a house provided for him by the government. While Robert Kocharyan and Serzh Sargsyan have amassed enormous wealth, having plundered the Republic of Armenia and its citizens, and squandered the LTP’s political “War or Peace? Time to Get Serious” political course. 

It is the harsh reality of life, they - Robert Kocharyan, Serzh Sargsyan - are politically more influential and much, much wealthier than the LTP, to the demise of Armenia. They are, simply because  LTP did not fiercely guard the position the people entrusted him, and the ownership of the policies he advocated, his agenda for Armenia. He let them go under pressure and resigned office without resorting to the public. When a person cannot stay put in the position the people entrusted him and does not retain the ownership of his own agenda;  it would be unnatural to expect that others will carry on the policies he advocated. On the contrary, more likely than not, they will abuse their newly acquired positions for their own benefit, much like Robert Kocharyan, Serzh Sargsyan and their cohorts from Karabagh did, and did it big time.

The course of the Armenian history since regaining its independence on September 21, 1991, under LTP's watch, would have been much different, had LTP been the political leader Armenia needed at its historic crossroad.

ԼՏՊ՝ մտաւորական բայց ոչ իր մտքին իսկ վաճառական

ՀՀ առաջին նախագահ Լևոն Տեր-Պետրոսյանը՝ Սյունիք, Սիսիան, 1996-ին, խաղաղության ապահովման համար մատնանշած է երկու նախապայման, որոնք են՝

1․ Հարևանների՝ Իրանի, Վրաստանի, Թուրքիայի և Ռուսաստանի հետ տարվող հմուտ դիվանագիտական աշխատանքը, այդ թվում՝ Լեռնային Ղարաբաղի խնդրի վերաբերյալ,

2․ Բանակի՝ ռազմական ուժի հզորացումն ու ամրապնդումը, որը «խաղաղության ապահովման գերագույն պայմանն է»։

Իմ եզրակացութիւնս է որ ԼՏՊ քաղաքական մարդ չէր եւ չեղաւ, բայց չէր ալ կրնալ ըլլալ քանի որ քաղաքական առաջնորդ մը ըլլալու նախապայմանը, իր քաղաքական «ապրանքը» կարենալ ծախելուն մէջ է։ Անկասկած որ պատմութեան եւ հարցերուն եւ անոնց հաւանական ետեւանքներուն աւելի գիտակից էր քան իր շրջապատը։ Այդ մեկնաբանութիւնները որ ըրած է Սիսեանի մէջ նման են Նիկոլ Փաշինյանի խաղութեան խաչմերուկի քաղաքանութեան։ Բայց իր քաղաքական համոզումները մնացին համոզում։ Չկրցաւ «ծախել» զանոնք հանրութեան, պարզապէս քանի որ, եւ ի դժբախտութիւն Հայաստանին, բնութեան իսկ սահմանումով, քաղաքականութիւն ծախող մը չէր, մտաւորական մըն էր։ Ձգեց որ մարդիկ,  կամ հանրութիւնը համոզուին իր տեսակէներուն ճշմարտութեանը եւ ընկալեն զանոնք։ 

Քաղաքականութեան մէջ կը յաջողի ան որ քաղաքական շուկան կ՚իջնայ իր  «ապրանքը» ծախելու համար։ Իսկ քաղաքան հանդիսարապ կան կրկէս իջնալու համար պէտք է ունենալ տրամադրոութիւն, ֆիզիքական եւ հոգեբանական ամուռ կարոյց եւ մանաւանդ թանցր մորդ։ Քաղաքականօրէն կը ձախողի ան որ  կ՚ակնկալէ որ մարդիկ համոզուին  իր «ապրանքին» լաւութեանը եւ գնեն մտաւորականի եւ քաղաքական վերլուծափանութեան իր յանձնարականները։ Պարապ տեղը չէ որ business աշխարհի մէջ, ընկերութեան տնօրէնները բացառձակ մեծամասնութեամ կըլլան, ընկերութեան լաւ «ապրանքը», լաւ ծախողները եւ ոչ թէ, այդ լաւ «ապրանքը» ստեղծագործները՝  գիտնականները եւ գիւտարարները։ 

Սիւնիք, Սիսեան՝ Քաղաքականութեան այդ սկզբունքները, 1966- ին։ Մէկ տարի ետք՝ 1 նոյեմբեր, 1997-ին, ԼՏՊ հրատարակեց իր  «Պատերազմ, թէ՞ խաղաղութիւն, լրջանալու պահը» քաղաքական տեսութիւնը։ ներկայաուց եւ բաւարարուեցաւ, սպասելով որ հանրութիւնը պիտի ընկալէ իր քաղաքական տեսութիւնը կիրարկելու անհրաժեշտութիւնը։ Նոյնիսկ ահազանգեց գրելով՝ «Խոսքը չի վերաբերում Ղարաբաղը տալուն կամ չտալուն։ Խոսքը վերաբերում է Ղարաբաղը հայկական պահելուն. 3000 տարի այն բնակեցված է եղել հայերով եւ 3000 տարի հետո էլ պետք է բնակեցված լինի հայերով։” Բայց քաղաքական կրկէս չի մտաւ։

Ըսաւ, գրեց, բայց շուկայ չիջաւ ծախելու իր այնքան լաւ քաղաքական տեսութիւնը՝ քաղաքական «ապրանքը»։ Քանի մը ամիս ետք, անոնք որոնց ինքն էր որ Հայաստանի քաղաքական ասպարիզ մտցուց՝ ինչպէս Ռոպերթ Քոչարյան Արցախէն, Սէրժ Սարգսյան Արցախէն, Վարդան Ոսկանեան սփիւռքէն, մեկտեղուեցան այլոց հետ եւ իրենց քաղաքական boss-ը ՝ ԼՏՊ-ին վար առին։ 

Ներկայիս Հայաստանը վարող նախագահներէն ամենէն նուազ ունեւորը եւ քաղաքանօրէն ամենէն աւելի ան-ազդեցիկն է։ Կ՚ապրի կառաւարութիւնը իրեն տրամադրած տան մը մէջ։ Մինչ Ռոպէրթ Քոչարյան, Սէրժ Սարգսյան  տիրացած են ահռելի հարստութեան, կողոպտած ըլլալով Հայաստանի հանրապետութեան եւ անոր քաղաքացիներուն հարստութիւնը եւ վատնած են ԼՏՊ քաղաքական ««Պատերազմ, թէ՞ խաղաղութիւն, լրջանալու պահը» քաղաքական տեսութիւնը։

Իսկ կեանքի մէկ դաժան իրողութեանը համաձայն, անոնք - Ռոպէրթ Քոչարյան, Սէրժ Սարգսյան - ներկայիս քաղաքականօրէն աւելի ազդեցիկ եւ շատ աւելի ունեւոր են քան ԼՏՊ-ը, պարզապէս քանի որ ԼՏՊ չկրցաւ քաղաքական կրկէս եւ կամ շուկայ իջնել, եւ իր «ապրանքը» ծախել։ Երբ քու «ապրանքիդ» տէրը չես կրնար ըլալ, անբնական պիտի ըլլալյ ակնկալել որ ուրիշներ ոչ թէ պիտի պիտի չընեն այդ քեզի համար, այլ պիտի չարաշահին իրենց օգտին համար։

Hagop Ladoyan (Յակոբ Լատոյեան) is a prominent member of the Lebanese Armenian community. His commentary was posted under the header: “Viewpoint: A necessity - Տեսակէտ. “As a matter of fact, the current situation of the Diaspora communities reveals a worrisome and a bleak situation.

The Diaspora has never been so weak and in so much turmoil in its history.

No matter how much we try to show that everything is well; in reality we all know that we are facing serious and difficult challenges.

The educational, communal, national, intellectual, religious or civic picture is a far cry what it used to be.

Articles or lectures that raise these concerns from time to time are not enough for us to have a new start for our communities. Today, it is necessary to create discussion platforms. We should have the courage to have honest and transparent discussions about everything and find solutions.

The Diaspora was, is and will remain important for the years to come.

We need to review the status quo of the Diaspora communities and bring about solution for the sake of the resiliency of the communities and for the prosperity of the homeland.

We should not politicize every phenomenon; nor should we should we criticize or see everything rosy.

Let us remain realistic.

Discussion platforms contribute to the exchange of broad ideas, crystallization and clarification.

Coordination is necessary so that we can make a new start to strengthen our collective life. It is true that each community has its own characteristics, but all of them feel the importance of participating, for clarifying principles and developing a perspective program.

There is the impression that things are being left neglected. There is a great wave of indifference among the young, and those who have the potential, have withdrawn and isolated themselves for various reasons.

It is not too late.

Discussions, exchanges of ideas, and the exertion of forces will help the work for opening new horizons.”

The failure of the community from which much was expected – 1/2 -

I read to day in Aztag Daily, Hagop Latoyan’s article that had for its introduction the following two sentences: “the current situation of the Diaspora communities reveals a worrying and unpromising situation. The Diaspora has never been so weak and in turmoil in its history.”

It is upon reading his article that it downed on me to share my thoughts in this blog. The community I alluded to is the ARF segment of the Eastern United, the cradle of the Armenian American community. The Eastern U.S. Armenian community has its roots dating later part of the 19th century, well before the Hamidian massacres, if not much earlier; let alone the Genocide. The Western U.S.  AYF-YOARF is relatively new. It was established as a separate administrative region during the 1973–1974.

There, in the United States, for a long time, other than the Eastern Region AYF, there was no other ARF Youth organization.  AYF was founded in 1933, forty years before the founding of the ARF-LEM (Youth Organization of Lebanon), and had remained the sole ARF youth organization for good reason. It was, as it is commonplace for Armenian American children to have a public assisted education up to their high school graduation. That was not the case in Lebanon for the Armenian children. If there were any public assisted schools, the Armenian community had no visualization of having their children attend such schools.

During those early decades, many young Armenian boys and girls in Lebanon, left schooling early on, as many of my classmates did. Some left school as early as during or right after elementary schooling, and started apprenticing to learn a trade. Consequently, two tiers of ARF youth organizations had come about in Lebanon.  ARF affiliated families enrolled their children in their local Badanegan (juvenile, minor) Associations. Mine was with the Papken Suni Badanegan in West Beirut. From there, those who continued their education to middle school and then to high school were enrolled in ARF Zavarian Ashagerdagan (student) Association, and those who furthered their education to college, were enrolled in ARF Zavarian Ousanoghagan (college) Association for a period of two years. After which the college student had to make a choice. Either take vows as a member of ARF and remain in Zavarian as an ARF-er; or leave, having ended its affiliation with ARF youth organizations.

The youngster of the Banadegan (minor) Association, who did not pursue education and ended up apprenticing, continued their association with Badanegan, when their ages placed them well above to be in a Badanegan Association or to be called a badani (minor). Over time perceptions changed. Continuing through high school became more common and the distinction between those who apprenticed and those who continued their education through high school became less pronounced. It is at that point that the ARF undertook to re-structure its youth organization world-wide. The Badanegan Associations and the two Zavarian Ashagerdagan (minor) Student Associations, one in Beirut and the other in Bourj Hammoud, were dissolved. The members in these associations became part of youth association and hence, ARF-LEM, or ARF-YOARF of Lebanon came about in 1973.Three years ago, on January 21, 2023, the Youth Organization of Lebanon -ARF-LEM, celebrated the 50th anniversary of its founding. I was a member of its founding committee. 

I imagine that it was in 1972/73-time frame that the entrenched AYF in the U.S. had its name changed and formally adopted AYF-YOARF designation, which remains the sole ARF affiliated youth organization in the U.S. In Lebanon, ARF Zavarian Ousanoghagan (college) Association continues to this day along with LEM – YOARF.

As I look back, I become reflective. The members of the ARF Zavarian Ousanoghagan (College) Association became the drivers who got the nascent youth organization going and oversaw its activities. I was among them. I realize that, over the years, the young members of ARF-LEM brought much service to the Armenian community. I met Hagop Der Khatchadourian, the previous representative of the ARF Bureau in the Antelias region ARF-LEM. He chaired the committee of the Antelias region LEM, named Hayastan. He had built a reputation as a studious student who excelled in his studies. I also met Hagop Pakradouni, the current ARF member of the Lebanese Parliament when he was a committee member, if not also the student who chaired the West Beirut branch of the ARF-LEM, called Potoreg. He was noted for his student activism.

I left Lebanon in 1975. I visited it once, in 1995. The change was noticeable. It. became obvious to me that the community had changed noticeably during the past two decades. The change had come about much more rapidly than I had thought it would. It was apparent to me that the turmoil in the region during the past two decades, mostly due to the civil war in Lebanon, had brought about an unmistakable change in the Armenian community. The community had noticeably dwindled in number and those who continued to live in Lebanon naturally had absorbed more of the language, customs, and norms of the greater Lebanese society, much like anywhere else I imagine; be it in the South and North Americas, Europe and elsewhere in the world; the inevitable lot of the Diaspora.

Thirty years after my 1995 visit, the Lebanese Armenian community, from what I read and what my friends who stayed foot there, tell me, that it has become unrecognizable from its hey days. The enduring aftermath of the civil war, the ramifications of the Arab Spring, and the enmity with Israel, compounded by the rivalry among the Arab states, have impoverished the community and is in need of assistance. 

Naturally much was and is expected from the ARF segment of the Eastern Armenian community that remained pretty much unaffected from turmoils that, for all practical purposes, devastated the cradle of the Diaspora, the Middle Eastern Armenian communities. But regrettably, it - the ARF segment of the Eastern U.S. -  failed to live up to the expectations that naturally came. ARF and AYF-YOARF in the Eastern U.S, come from the most affluent Armenian community that ever was. Its members and its youth, born and raised in the U.S., were expected to have been nurtured by the ideals that the U.S. projected, as the bastion of democracy and the rule of the law and set examples for ARF organizations to emulate. That did not happen,
